In WW2 there was the German phrase "Wenn das der Führer wüsste" (If Hitler knew this) implying this would be impossible if he knew.
As the leader must not be criticized (by anyone with any instinct for self-preservation) they have to attribute any obvious error to him not being aware.
Leader states will show similar characteristics.
