I say it’s related to the institutionalism problem, because the problem you’re talking about here isn’t a problem the institutionalists (including my own rep Pelosi and ex-Sen. Feinstein) can see/process: Bush acted per the Rules of the Institutions, therefore Nothing Can Be Done and (more insidiously) we can’t even hear that there is a problem to be remedied.
