Just FYI nukes dont have to be launched from space to take out satellites. They can be launched from the ground. The EMP effect of a high altitude nuke will fry every satellite within line of sight. This of course would damage their own satellites. Russia can also target satellites individually. This whole thing seems timed to shove that spending bill up everyones ass.
