They are completely separate. Nostr.wine is just a normal pay-to-write relay. It has geographically distributed regional mirrors and is much easier to scale.
Filter’s goal is to be a PUBLIC relay aggregator/broadcaster and let users decide which paid/private relays they want to choose to be apart of individually.
