The easy way out would be to tell him "yes". I risk pushback on this, but I would contend that it is actually backed by the underlying value of all the resources, knowledge, information and ambitions of the geography and of the people.
That having been said, the way those resources are managed (maniupulated?) by those who are close enough to the trough to have access to them in the end holds the answer to the question ... or then again "42" may be the answer ...
