As far as I'm aware, it doesn't have a toggle in the settings. You just hold down your control key (I use the left one but the right seems to work just as well for me) and then hover over the web address in the address bar. As you move across the address it underlines the parts of the URL that are going to be active if you click on the address (like a link in a page). When you have the part of the address you want, just click the address in the address bar and it takes you there.
