Musk is basically having a garage sale for rich people (also known as an #auction) to clear out all that bird stuff the former owners collected in the offices he can't seem to afford rent on.
He is hoping to kill two birds with one stone - so to speak, by requiring the winner to acquire the removal permits he is incapable of.
