From my experience a lot FOSS ui is bad because UI design is actually really hard and most programmers aren't usability experts. That's why I have a guy at work just for usability who hits me on my fingers when I made dumb UI. And although bad UI can be a turn off most people actually don't go for foss alternatives because it simply can't do everything their paid software can do. Anecdotal evidence isn't worth much but from what people told me snd what I read many people would be willing to ignore bad ui/ux if only the software were able to do everything their current software can do but for free.
