We are commanded to forgive, and forgiveness can only be granted when it is sought, that is, when someone has repented.
Until then we are to not hold a grudge, not hold Ill will, not gossip or slander. We are to love our enemies. We are to assume a disposition of being ready and willing to forgive the moment it is asked.
But it has to be asked of us. We cannot grant forgiveness ex nihilo. Not even God does that.
