Cicero would never say this. He saw justice as the "crowning glory of the virtues", and talked alot about how important the concept of justice was describing it as "indispensable for the conduct of business".
He said that even criminals "have a code of laws to observe and obey."
When he advised the romans to secure a peace, he did say that they 'should have "'.. at least some sort of constitutional government".
For Cicero, justice was vital and needed a constitutional government because of the presence of its "laws and courts". An unjust peace would be the opposite of what Cicero wanted and who he was.
