The only way to buy what that article says is by being a liberal: by believing the world order is "Ok" or "Natural" (and not imposed by the tug war between large powers), and believing that "the rights of nations to self determination" is the same as the "right" to have a bourgeois State aligned with the West.
In that piece, the US never armed Ukraine, never staged a coup in 2014, never bombed civilians in the Donbass for 8 years (the Donbass militas also bombed civilian targets).
