I'm not usually in that space (edu), but have had discussions with MS spaces I've been, and this all sounds very familiar. Spending locally means investing in country, and getting money back via tax, so seems like a no brainier to me (wheres the wasteful spend angle?). But people usually want the sugar fix of a fully baked solution. As you say, its oft a chicken-and-egg. If we put more money into doing in Government, or properly funding local, would be fantastic.
