The carrier data statistics are what matter of course. They tend to be REALLY good about collecting it, even if sometimes a bit delayed. If iOS is showing a much larger value than the carrier stats, this suggests "ghost" usage that didn't involve the carrier at all, assuming no massive failure of the carrier's data accounting systems.
