They'll actually just recruit artists from Twitter to do extra, and it gives the native animators more time to put out good work instead of having to cut corners, which was what most shows were having to do 10 years ago (also a big reason CGI started getting so overused, and you'll notice that's been scaled back a lot too)
There's a right and a wrong way to hire foreign labor, Japan's anime industry is doing it the right way. They also seem to favor White countries for this because they know it'll actually get done.
