To be fair, those officers were likely off-duty and we shouldn't expect them to always be on duty just because they are somewhere. They do need their lunch or dinner breaks too. At this point in time, they were her customers and not officers on duty. They could have responded better, of course. Perhaps contacted the police themselves so someone on duty could handle the case.
