Let's be more accurate about the definition of an operating system:

All Linux distros are by definition under the same operating system. Yes, user have a choice to select the "distro" they want, and yet they are all the same operating system because OS is defined as "the layer of software that manages a computer's resources for its users and their applications", which is done by kernel.
