I can see that the IDs of the columns with fixed values are in Percantage.
Created in WP Elementor?
Try to find another rule or design for mobile.
I guess you can remove it from Elementor if mobile is detected.
Or create a custom rule (hardcoded as a temporary quick fix) that pushes it to 100% for specific screen/pixel width.

As you can see, if the 60/40 column definition is not there, it should look exactly as you want.
