Here's Gabriel Zucman's report to the G20 on how a global tax on billionaires would work and how much it would raise; $250bn a year, since you asked.
Hew recommends a tax of 2% on global wealth, with any billionaires already paying income tax to that level (i.e. equivalent of 2% of their wealth) would be exempted.
including people with a global net worth of $100mn + would raise another $100bn a year.
It will be intersting to see what the G20 make if it.
