I'm sure it was operator error and not an Excel issue. Here's a roundabout way to do it, though, which did work for me. Select the cells in the column that you want to convert or you can press ctrl+space to select the entire column.
Press ctrl+c to copy the cells into the clipboard.
Open a blank Word document and press ctrl+V to paste the cells.
Press ctrl+A to select all cells in the Word document.
Press shift+f3 repeatedly until your case changes to all caps.
Select all cells and copy them to the clipboard.
Go back to Excel, move to the beginning of the column where the capitalized text should be and paste.
I'm sure that this method is like going to China to get to California but it's easy and should work.
