It's a sale term here in Finland, hence the " " around it. It used to mean milk with no fat removed from it (so around 4.4% from Finnish cows), but "täysmaito" ("whole milk") actually has 3.5% fat. The change happened in 1996.

So it is still you know a bit skimmed, but not super skimmed.
