I would love a C5 fitted with modern batteries, modern motors, and a modern controller, but I don't necessarily think it's the right design for the modern day. I think it loses out in some key ways when compared to the personal electric vehicles that are popular today.
Scooters and electric skateboards have a convenience factor that's hard to beat. Most of them fold up and can be brought inside, and they can be easily used regardless of what clothes you are wearing or what you are carrying.
On the other hand, ebikes can utilize existing bike infrastructure, so in certain cities you'll already have a place to lock your e-bike, buses may have bike racks, etc.
The C5 loses those without any advantage that I can see aside from aerodynamics. It's also very low to the ground, making it harder to spot and potentially more dangerous alongside motor traffic.
