I had to look up the device and good pictures to see it: the Part (partition?) LEDs on the ports of the loop are on. So the hub detects the problem and deals with it.

The collision LED is off, which means the partition is working.

The manual does say about the partition LED: "The port is being partitioned because of excessive collisions or jabber conditions."

I guess it has enough smarts to detect high numbers of collisions. Detecting jabber (malformed ethernet frames, I looked it up) is starting to look like smart processing at layer 2 to me, so it was growing towards a network switch.
