The best technologies were always "banned":
Printed Books: The printing press in the 15th century was seen as a threat by the Catholic Church, fearing the spread of uncontrolled ideas. Several restrictions were put on books, including censorship and the Index Librorum Prohibitorum (List of Prohibited Books).
Personal Computers: Early personal computers were viewed with skepticism and some workplaces banned them fearing they would lead to job losses.
Automobiles: Cars were seen as dangerous, noisy, and disruptive to the peace of towns and cities.
The "Red Flag Act" (UK - 1865) stipulated that cars must be preceded by a pedestrian waving a red flag or blowing a horn to warn of its approach. The speed limit was 2 mph in towns and cities and 4 mph in the country.

Technological Immaturity: Sometimes a technology might be restricted simply because it's not yet reliable or mature enough.
