Given to some extent, economic growth, and so headline GDP, is relatively closely related to population size, as the ONS predicts the UK's population will grow over the next decade by around 5m (driven by migration), as always we should be looking at GDP per capita to judge the 'growth' record on any Govt. not the headline figure which will be massaged upwards by a growing population.
[Its also clear aiming for economic growth is not necessarily the best policy for the environment]
