I don't think that is the difference. At yhe end of the day Linux and Microsoft developers are very talented.
The difference lies in refactoring. Linux can refractor their code base more easily without breaking stuff. All the drivers are in the repo. If anything breaks, they fix it.
Microsoft can't change any API or behavior becaus it will break things that they don't have access to and can't fix.
So in Microsoft the crap keeps on piling up. In Linux it gets cleaned up.
