There are many kinds of non market housing, from coops, to land trusts on top of social (gov) housing. A high enough presence tames the excess of private housing.
Beyond this though, the ponzi scheme of ever higher financing for homes (or all property) needs to be tamed. It’s a bonkers to have an intrinsic upward spiral to cost of living.
