This is the most confusing proposal I have ever seen.
10.23486 bitcoin = ₿1,023,486,000 = 1,023,486,000 bitcoins

1 BTC would thus become 100,000,000 bitcoins.
Supporters claim that replacing amounts such as 0.0000123 BTC with 1230 bitcoins would make transactions more understandable for users.
