I'm always puzzled how shocked people are when they learn that until recently, age of consent in Japan was 13 years old
I'm no expert on Japanese law but I did live with the assumption for years that federal law and prefecture law in Japan allowed to differ and that most (if not all) prefectures already had that age bumped up to 16 and introduced a bunch of supplementary laws and the case of country law being updated is just a case of legislature cleanup to catch up with actual reality of Japan
