well if you are restoring from a backup then all the data needed for federation is there already. Your users will post, it will get sent to their followers. Your users follows will post, their servers will send those posts to you.
You may experience a blip when you first come back up, where you aren't receiving anything because other servers think you are down but they will all eventually retry delivering their messages and realize you are up. 12 hours worst case imo.
Think about it, your domain is the same, so if your IP is changing you just have to wait for DNS to propagate. The data is already there. You could follow relays if you wanted but that is not strictly necessary.
