Grants are simply highly-centralized donations. Splitting grants into smaller packages doesn't change the dynamic much, it just creates a baron-maker, rather than a king-maker.
The most decentralized, free-market method for altruistically supporting development is a voucher-system for individual npubs, so that
* the end-users vote with their own money,
* the solutions compete by offering value directly to those users,
* and the best solutions for each problem rise on their own merit.
