Literally the only way to interpret this is that the Attorneys General for the U.S. states of Montana, Arkansas, Iowa, Mississippi, Nebraska, Ohio, South Dakota, and Texas are in the pocket of the crypto industry. No other reason why they would all agree to put their name on something like this (which I'm sure was drafted at the behest of one or more of the crypto lobbyist groups).
