Well, Simplix's UpdatePack7R2 is probably the very closest we can get to a pack that installs the majority of Windows 7 updates.
Tested, it installed most updates and Windows Update only has 11 updates (that aren't 1, telemetry/unwanted as per Simplix's instructions; 2, language packs that take 2 ages to install anyway) left. At least, for now, until it decides to install other updates magically available now.
