I send the money via a sepa transfer to a swiss bank account. Maybe i'm wrong but for what i've understand the change € to btc is done with a transaction number not directly link to my name, relai doesn't ask or store id for the moment.
Of course my sepa number is linked with my bank who got my id but because it's a bank in another country, unless someone is in deep international investigations, they can't go too far to check if that transfer was made for purchasing bitcoin.
The safest way to purchase bitcoin is still p2p platforms, but again if you are under deep investigation it's really easy for a gouvernment/cops to use the p2p platforms and hooked you on a btc trade to establish proof that you are using bitcoin
