It is indeed a good point but 1/ it's a point about mining pool behavior, not about difficulty in p2p propagation (it is not a result of non mining node mempool filtering), and 2/ presumably this is not time sensitive activity like "minting". The Citrea type use case *is* time sensitive, so they are more likely to use the utxoset in the current regime.
