I think it ought to be up to a transgender kid's pediatrician whether or not they are ready for any kind of surgery.
I think that most pediatricians are reluctant to start hormone-replacement drugs earlier than 14, and many of them want to wait until later than that to prescribe anything stronger than a puberty blocker.
Impatient transgender kids might complain about having to wait, but they are not doctors. Pediatricians are.
