For every "system" (huh, this must be my word of the day), there are basic assumptions.
I would rather look at trying to find an EQUILIBRIUM, which seems to be what everything ELSE in the Universe seeks.
Find a maintenance level that provides for people and utilizes "local resources" optimally.
