But that's the problem - monarchies, which are dictatorships, are easily destroyed by a democracy. Democracies can tax much much much more because people think they have a say - it doesn't matter if its not true ; what matters is how much the parasites can take because then they have a higher budget for purposes such as war. The monarch has to have the people on his side, or the oligarchs will kill him and rule by republic, so the monarch can never tax as hard as would be necessary to fight off an aggressive republic or democracy.
