Well you're already in that scenario to begin with, a power that has aircraft carriers facing off with a power that has enough technical chops to master underwater data transmission to employ suicide drones to spike the bottom of the hull of opposition military naval vessels. At this point the drone is the easy part, its the data transmission that is the hard part since the suicide drone would need to travel underwater like any other submersible before it does its attack.
