The whole SpaceX/Twitter moving to Texas is just to score cheap political points. Nobody who lives in SF or LA is moving to Texas for any amount of money. I bet it basically amounts to "this office is our special office now" and no actual procedural changes to the company. I doubt it even has any tax implications because taxes aren't based on where you say your headquarters is.
