I know some smaller, protective Mastodon communities have deliberately not made theirs public because Bad Actors scrape the lists and then harass the admins to know why they've been blocked and demanding restitution - pretty sure npub1xcw3jxunfjz8hmsprm8uwg26jc7s4949pz36nvdvvwlpe4mu2d6s9qc6lj (npub1xcw…c6lj) was involved in a thread where this was explained recently.
