Telegram CEO Pavel Durov shared his side of the story about the unexpected arrest in France:
⚫️ He was shocked that he was detained by French police and told that he could be personally liable for other people's illegal use of Telegram because:
1. French authorities claimed that they received no responses from Telegram, but Telegram has an official representative in the EU who accepts and responds to EU requests. This email address is publicly available on Google.
2. French authorities had many ways to personally contact Durov. Previously, Durov had helped them set up a hotline with Telegram to deal with the threat of terrorism in France.
3. If a country is dissatisfied with an internet service, the standard practice is to take legal action against the service itself. Using outdated laws to accuse a CEO of crimes committed by third parties is the wrong strategy. No innovator will create new tools if they can be held personally liable for potential abuse of those tools.
⚫️ Striking the right balance between privacy and security is not easy. Telegram is committed to working with regulators to find the right balance and is always open to dialogue.
⚫️ Telegram is willing to leave markets that are not compatible with its principles (as was the case with leaving Russia and Iran) because it is not in it for the money. What drives Telegram is the intention to do good and defend the basic rights of people, particularly in places where these rights are violated.
⚫️ All of this does not mean that Telegram is perfect. Telegram removes millions of harmful posts and channels every day, publishes daily transparency reports, and has hotlines for NGOs.
⚫️ The abrupt increase in the number of Telegram users to 950 million led to growing problems that made it easier for criminals to abuse the platform.
