The empty homes taxes here rustled up 20,000 dwellings much faster than they could be built. Didn't drop rents year-to-year, because we're so deep in the hole, but that's presumably ~40K people who didn't have to move away from the city.
If there are lots of empty homes/lots near you, then yeah you should be looking for ways to force the hand of the landowner to sell or rent it!
