The local Govt. funding crisis has seen more and more councils dipping into capital budget for everyday expenditure (including, of course, selling off assets).... and if you're thinking, 'well that cannot go on for ever' you'd be right, it cannot.
Like a train hurling towards the buffers Councils will (as some already seem to eb) effectively bankrupt.... how devolution can work without a radical rethink of budgeting is unclear!
