I try to let GitHub Actions handle this for me with Renovate. I put Hugo stuff into a go.mod:
https://github.com/major/major.io/blob/main/go.mod
Then I deploy using that version:
https://github.com/major/major.io/blob/main/.github/workflows/cloudfront.yml
Renovate updates the go.mod for me when hugo has new releases. Does something like this help at all?
