Yeah when creating an account. If there were relay hints on each p tag you could fetch the relay lists from everyone on the follow pack, and construct an initial relay list for the user who is creating their account. Could be a way to decentralize relays during account creation in support of outbox.
Then they become more of a starter pack than just a follow pack.
