The sequencer from an electric furnace does EXACTLY that during furnace shutdown. It also turns on separate heating elements discretely on startup to avoid too big a current draw at one time.
I don't know if that information is helpful for your current problem though. Is there such a thing as a mechanical timer with two independent switches you can set for different remaining times?
