I have some visitors to my lavender. The white frothy liquid is by the nymphs of froghoppers, it is known as cuckoo spit.
It is harmless and the insects that produce it are part of the biodiversity a healthy gardens supports.
I have not disturbed it to keep the little guys safe from harm.
