Even better, if we assume that standards which inherit from each other silently inherit anything not explicitly overridden... then VGA has to tolerate up to 2V on the signal lines. Or maybe 1.4V, depending on how the inheritance works.

Problem here is VGA is partially defined by reference to a standard whose standards body ceased to exist a decade ago, and seemingly took all its documents to the grave.
