I’m sure someone can explain it better than I can, but basically the components of light behave like both a wave and a particle. I don’t believe that refraction has anything to do with the belt of charges particles that is the ionosphere, but rather the characteristics of light traveling through a medium. For example a leaf appears green because it absorbs frequencies of light that aren’t green and emits photons with a green frequency. I believe refraction occurs because the medium acts like a convex lens, changing the density of the photons entering your eye. The effect depends on density and composition. It’s why the moon looks huge on the horizon, the earth’s atmosphere is acting like a magnifying lens.
