I absolutely love that they chose a non-asian, blonde model for Tina to keep the original idea accurate for the character: To be kind of alien and esoteric for the japanese people. Also the name "Tina" isn't a common in japanese as well.
For the western release, to keep the "outworldly" vibe to her, they painted her hair green and her name became Terra.
Interestingly enough, this also works.
